DDP shipping from China to Germany can give the buyer a single delivered price while the seller carries the transport risk and arranges import clearance, customs duty and applicable taxes to the named destination. That convenience is real, but only when the commercial parties have agreed exactly who will act in the customs declaration, how German import VAT will be handled, which charges are included and where delivery ends.
A reliable DDP offer is therefore more than a freight rate. It is a documented import plan. Before accepting one, a German buyer should verify the commodity description and HS code, customs value, importer and representative structure, EORI details, VAT treatment, product-compliance responsibilities, transport mode, destination access and every possible surcharge.
What DDP Means on a China-to-Germany Shipment
Under the ICC Incoterms 2020 rule Delivered Duty Paid, the seller delivers the goods when they are placed at the buyer's disposal, cleared for import, on the arriving means of transport and ready for unloading at the named destination. The seller bears the costs and risks of moving the goods to that point and is responsible for export and import formalities, including applicable duty and taxes.
The named place matters. "DDP Germany" is incomplete because it does not identify the delivery point. A usable contract should state a precise location, such as "DDP [warehouse street address], Hamburg, Germany, Incoterms 2020." If a site has appointment rules, limited truck access, no dock, restricted delivery hours or a liftgate requirement, those conditions should be disclosed before pricing.
DDP does not automatically include unloading. Under the ICC definition, the cargo is ready for unloading at delivery. If the buyer needs tail-lift service, inside placement, pallet breakdown, crane handling or labor, the contract and quotation should list those services separately. DDP also does not transfer product-safety or market-access compliance to a freight forwarder merely because transport is door to door.
What a Complete DDP Quote Should Include
A useful quotation separates the transport chain from government charges and destination services. This makes two offers comparable and shows which costs can change after booking.
How Customs Duty and German Import VAT Are Calculated
Customs duty and import VAT are different charges. The customs duty rate is product-specific. It depends on the commodity classification, country of origin and any applicable trade measure. Buyers should check the HS or Combined Nomenclature code and current EU treatment in the European Commission's Access2Markets portal instead of relying on a generic percentage copied from another product.
The customs value commonly begins with the transaction value and may require additions under EU valuation rules, including certain transport, insurance, assists, royalties or other elements, depending on the facts. The European Commission states that the import VAT taxable amount includes the customs value plus customs duties, taxes and incidental expenses that were not already included, such as commission, packing, transport and insurance to the first destination in the EU. Further EU transport costs may also be included when that destination is known at import.
Germany's standard VAT rate is generally 19%. A reduced rate can apply to eligible goods, so the correct treatment must be checked for the actual commodity. Whether the foreign seller, a fiscal representative, a customs representative or another party accounts for the import charges depends on the transaction structure; the Incoterm alone does not create a workable VAT registration or representation arrangement.
Who Acts as Importer and When an EORI Number Is Needed
DDP places the import-clearance obligation on the seller, but a non-EU seller cannot assume that it may automatically act as importer or declarant in Germany. The ICC specifically cautions sellers to use DDP carefully when practical or legal conditions prevent them from completing import clearance.
An EORI number is the EU identifier used for customs interactions. German Customs explains that economic operators involved in activities covered by customs legislation require an EORI number and that it is used for parties named in customs and summary declarations. The required setup depends on whether the party is established in the EU, who submits the declaration and whether representation is direct or indirect.
Before booking, the seller and buyer should obtain a written answer to four questions: Who is the importer or declarant on the customs entry? Which EORI number will be used? Who advances duty and VAT? Which party receives the import documents and evidence of tax payment? If the provider cannot answer these questions, the offer is not yet a complete DDP solution.
Documents Required Before the Cargo Leaves China
Accurate data should be prepared before pickup, not after the shipment reaches Europe. Since the EU's Import Control System 2 requires advance safety and security information for goods entering or transiting the EU, incomplete descriptions and missing house-level data can cause rejected filings, information requests and delay.
- Commercial invoice with seller and buyer details, a precise commodity description, unit price, total price, currency, origin and Incoterm with the named place.
- Packing list showing package count, gross and net weight, dimensions, marks and packing type.
- Proposed HS or CN classification supported by product specifications, composition, function and photos where useful.
- Transport document appropriate to the mode: air waybill, bill of lading, rail document or courier record.
- EORI and customs-representation instructions for the importer, declarant and representative.
- Licences, conformity documents, test reports, CE-related records or other product-specific evidence where the commodity requires them.
- Battery, dangerous-goods, wood-packaging, chemical or other special declarations when applicable.
- Final delivery information, including contact person, hours, dock conditions, appointment rules and equipment requirements.
Use specific product descriptions. Labels such as "samples," "parts," "accessories" or "general merchandise" may be too vague for classification and risk analysis. The commercial invoice description should match the physical goods and supporting documents.
Transit-Time Planning by Transport Mode
There is no universal China-to-Germany DDP transit time. The clock must specify whether it starts at factory pickup, warehouse acceptance, carrier departure or customs release. The ranges below are planning benchmarks for ordinary cargo, not service guarantees. DDPexpert's operations team should replace them with a live lane estimate before publication or quotation.
Ask the provider to break the lead time into pickup, origin handling, departure wait, main transit, arrival handling, customs clearance and final delivery. A single headline number hides the stage most likely to slip.
DDP vs DAP for German Importers
DDP is not automatically better than DAP. The better rule depends on which party is capable of controlling customs, tax evidence and compliance.
If a seller cannot lawfully perform the import formalities required by DDP, changing the label on the invoice does not solve the problem. A correctly structured DAP transaction can be safer than a nominal DDP offer that depends on an undisclosed importer or an invalid declaration model.
Product Compliance Is Separate from Freight and Customs
Payment of duty and VAT does not prove that a product may be placed on the German market. Depending on the goods, EU rules may require CE marking, technical documentation, labelling, an EU responsible economic operator, chemical or electrical compliance, product-safety information, packaging registration or other measures.
The European Commission advises importers of goods from non-EU countries to verify applicable safety, health and environmental requirements and confirm that required conformity and technical documents are available. Under the General Product Safety Regulation, which has applied since 13 December 2024, multiple economic operators in the supply chain may have product-safety obligations. These responsibilities should be allocated before shipping, not left to the customs broker at arrival.
Common Reasons a DDP Shipment Gets Delayed or Repriced
- The quote was based on estimated weight or volume, but the carrier measured a higher chargeable figure.
- The HS code or commodity description changed after booking, changing duty, licensing or carrier acceptance.
- The declared value, invoice, payment evidence and product description did not agree.
- The provider had not confirmed the importer, EORI, representation or VAT-payment structure.
- ICS2 advance data was incomplete, inconsistent or supplied too late.
- The goods required conformity, battery, dangerous-goods or other documents that were not ready.
- The delivery location required an appointment, tail lift, residential service, waiting time or re-delivery.
- Storage, examination, demurrage, detention or correction costs were excluded from the all-in price.
A 12-Point Checklist Before Accepting a DDP Quote
- The quotation names the exact German delivery address and states Incoterms 2020.
- The commodity description is specific and matches the commercial invoice.
- The HS or CN code used for costing is stated and can be reviewed before declaration.
- Country of origin and customs-value assumptions are documented.
- Freight is based on confirmed gross weight, dimensions, CBM and packing type.
- The importer, declarant, customs representative and EORI number are identified.
- The customs-duty estimate and German import-VAT treatment are shown separately.
- Brokerage, tax advancement, disbursement and destination-terminal fees are listed.
- Product-compliance and restricted-goods documents have been checked.
- Transit time states its start point, route, mode and important exclusions.
- Unloading, appointments, tail-lift service and site restrictions are agreed.
- Rate validity, remeasurement rules and conditional charges are written into the offer.
How to Request an Accurate China-to-Germany DDP Quote
Send the same information to every provider so that the offers are comparable. At minimum, provide:
- Pickup postcode or factory address in China and cargo-ready date.
- German delivery postcode and full site type: commercial dock, warehouse, residence, fairground or construction site.
- Commodity name, intended use, material, brand status and product photos or specification sheet.
- Package count, dimensions, gross weight, net weight, total CBM and stackability.
- Invoice value, currency, country of origin and proposed HS code if available.
- Battery, liquid, magnet, chemical, food-contact, medical, wireless or other special characteristics.
- Required delivery date and acceptable alternatives among express, air, rail, LCL and FCL.
- Whether the buyer has a German or EU EORI number and wishes to control the import declaration.
Request both the total and the line-item breakdown. Then compare scope, not only the bottom-line figure. The lowest headline quote may exclude import VAT, destination accessorials or a workable customs arrangement.
Final Recommendation
For German buyers, a strong DDP offer combines a clear Incoterm, lawful customs representation, correct tax assumptions, accurate cargo data and a delivery plan matched to the receiving site. If any of those elements is missing, pause before booking and obtain a written clarification. A transparent DAP structure is preferable to a DDP label that cannot be carried out in practice.
To obtain a route-specific assessment, send DDPexpert the cargo details, invoice value, commodity description, pickup location and German delivery postcode. The resulting proposal should identify the transport mode, customs assumptions, included charges, conditional charges and estimated milestones before pickup is confirmed.
