How to Compare DDP Shipping Quotes: A Line-by-Line Buyer’s Checklist

A DDP quotation is not automatically comparable with another DDP quotation just because both show one delivered total. One provider may include import duty, import tax, destination handling and final delivery, while another may use the same three-letter term but leave several of those items conditional or excluded. The lower headline number can therefore produce the higher final cost.

The practical solution is to compare scope before price. This guide gives importers a repeatable method for normalizing two or more offers, checking whether the customs plan can actually work, and identifying the assumptions most likely to trigger a re-quote. It does not use a claimed customer shipment or a live market rate. The comparison below is an illustrative purchasing framework that can be applied to a real request for quotation.

Start with One Identical Shipment Data Sheet

A fair comparison is impossible when providers price different cargo information. Send every bidder the same version-controlled data sheet and ask them to quote against it without silently changing the assumptions.

  • Pickup address or postcode, cargo-ready date and pickup conditions.
  • Exact destination address, site type, receiving hours and appointment requirements.
  • Commodity description, material, intended use, brand status and country of origin.
  • Package count, dimensions, gross and net weight, total CBM and stackability.
  • Invoice value, currency and proposed HS code, clearly marked as subject to customs review.
  • Battery, liquid, magnet, chemical, food-contact, medical, wireless or other special characteristics.
  • Requested transport mode, required delivery date and acceptable alternatives.
  • Incoterm, named delivery place and the required version, normally Incoterms 2020.

Normalize the Incoterm and Named Place

ICC describes the Incoterms 2020 rules as a framework that allocates costs, risks and obligations between buyer and seller. The three-letter rule is only part of the instruction. The quotation must also name the delivery point precisely. “DDP Germany” or “DDP USA” is not a complete destination.

Ask every provider to quote the same wording, such as “DDP [full commercial warehouse address], Incoterms 2020.” Then confirm whether delivery means cargo on the arriving vehicle ready for unloading, or whether the price also includes a liftgate, forklift, inside placement, pallet breakdown or other receiving service. Services beyond the normal delivery obligation should be stated separately.

Build a Line-by-Line Scope Matrix

Replace the single total with a matrix. Mark each line as included, excluded, conditional or not confirmed. “All in” is not an acceptable status unless the quotation defines what all in covers.

                         

Compare the Chargeable Weight, Not Only the Rate

A rate per kilogram is meaningless until the quotation identifies which kilograms will be charged. Air and express services normally compare actual weight with a dimensional or volumetric calculation. LCL ocean and rail services may use weight or measurement rules. Pallet dimensions, stackability, density and carrier remeasurement can all change the billed quantity.

Record four items for each offer: actual gross weight, total CBM, the provider's chargeable-weight formula and the final quantity used in the calculation. If one quotation is based on 780 kg and another is based on a larger volumetric figure, the rates cannot be compared directly. Ask how a measurement change will be documented and priced after pickup.

Separate Freight from Customs Duty and Import Tax

Duty and tax should not be hidden inside an unexplained delivered total. Product classification, origin, customs value and destination-country rules determine government charges. The World Customs Organization explains that the Harmonized System is an international product nomenclature built around six-digit codes, while national tariff systems may add further digits and measures.

For an EU import, the European Commission explains that the import VAT taxable amount can include the customs value, duties and incidental expenses such as commission, packing, transport and insurance. This is why a tax estimate cannot be checked without knowing the product, value and transport assumptions.

Require each bidder to show the proposed HS code, origin, customs value, estimated duty and import-tax treatment on separate lines. A quotation may still give an estimate, but it should state who bears a difference if customs determines another classification, value or rate.

Test Whether the Import Plan Is Workable

DDP places substantial import obligations on the seller, but writing “DDP” on a quotation does not create a lawful importer, customs representative, tax registration or payment mechanism. Before selecting the provider, obtain written answers to the following questions:

  • Who will be named as importer or declarant on the customs entry?
  • Which customs identifier, such as an EORI number where applicable, will be used?
  • Will representation be direct or indirect, and has the representative accepted the role?
  • Who advances duty and import tax?
  • Who receives the declaration, assessment and evidence of payment?
  • What happens if the proposed DDP structure cannot legally be used for the shipment?

Distinguish Fixed, Estimated and Conditional Charges

Every line should have a pricing status. A fixed charge is based on confirmed data for a defined validity period. An estimated charge depends on an external determination, such as customs classification. A conditional charge applies only when a stated event occurs.

Ask the provider to identify the trigger and calculation method for remeasurement, storage, inspection, demurrage, detention, address correction, remote delivery, waiting time, liftgate service, customs amendment and re-delivery. The problem is not that every contingency has a price; the problem is discovering the contingency after the cargo has been collected.

Evaluate Transit Time as a Range with Milestones

“12 days” can describe airport-to-airport movement, departure-to-arrival time or pickup-to-delivery time. Request a range and define its start and end events. A useful schedule separates pickup, export handling, departure, main-carriage arrival, customs clearance and final delivery.

Compare the assumptions behind the estimate: space confirmation, consolidation frequency, sailing or flight frequency, transshipment, peak-season capacity, customs-document readiness and delivery appointments. A slightly longer but clearly defined route may be more useful than an attractive number with no milestone definitions.

Use a Transparent Illustrative Comparison

Assume a request covers four pallets of ordinary non-hazardous commercial goods: 780 kg gross weight, 5.2 CBM, pickup in Shenzhen and delivery to a commercial warehouse in Germany. This is a hypothetical scope example, not a live quotation or customer case.

                     

The example does not declare Quote A cheaper. It shows that Quote A is currently more comparable and auditable. Quote B may become competitive after its missing assumptions are supplied.

Score Quote Quality Before Comparing the Total

A simple 100-point score prevents the lowest headline price from dominating the decision:

                 

Score each area before opening the commercial totals. Any offer with an unworkable customs structure should be paused regardless of its numerical score.

Red Flags That Require Clarification

  • No full destination address or Incoterms version.
  • No package dimensions, CBM or chargeable-weight calculation.
  • Duty and import tax shown as one unexplained amount.
  • No importer, declarant or customs-representation plan.
  • Transit time without start and end milestones.
  • “All in” paired with a broad right to add unspecified charges.
  • Very long validity despite volatile capacity, fuel or exchange-rate inputs.
  • Pressure to book before document and commodity checks are complete.

A Copy-and-Paste Clarification Request

Importers can send the following message to every bidder:

 

Please confirm that your quotation is based on the attached cargo sheet and the full named delivery address. For each line, mark origin pickup, export handling, international freight, destination handling, customs clearance, duty, import tax and final delivery as included, excluded or conditional. Please state the chargeable quantity and formula, importer and customs-representation arrangement, rate validity, transit-time milestones, unloading scope, free storage or waiting periods, and every event that may create an additional charge.

Require the response in writing and attach it to the booking confirmation. This gives the operations team a reference when the shipment reaches a new milestone or an unexpected charge is requested.

Final Decision Rule

Choose the most workable delivered offer, not automatically the lowest total. A strong DDP quotation uses the same cargo data as competing offers, identifies the named place, explains the chargeable basis, separates transport from government charges, provides a lawful customs plan and defines conditional costs before pickup.
